The Failure of the 28-Article Peace Proposal for Ukraine: How Peace Negotiations Continue to Stumble

Europe experienced widespread relief on Monday, as the diplomatic emergency caused by the announcement of a new 28-article proposal for ending the war appeared – briefly – to have been stabilised. A American diplomat spoke of "significant advancement" after Ukraine-US talks in Geneva. On Monday night, Russian leadership made its countermove: another massive barrage of aerial bombardment on Kyiv.

The Cycle of Peace Talks and Military Action

The chain of contrasting events captured the bleak nature of the outgoing year. By day, diplomatic battles are conducted: optimistic declarations are released from multiple capitals. Significant resources is expended on managing particular approaches. By night, Moscow clearly shows the world that, for them, military action persists as the key method for achieving "settlement".

Nocturnal Warfare

As military strikes developed into the early hours of Tuesday, the current condition of Ukraine's defenselessness was laid bare. Ukraine is equipped to monitor projectile deployments from enemy soil, a ability enabled by current data. From observation points, defense planes that had been deployed to engage hostile aerial threats streaked across the sky – sophisticated military planes delivered to Ukraine by NATO members.

Shortly after, Kyiv's air-defence systems activated: multiple launches fired to intercept a Russian ballistic missile. This was a advanced protection mechanism at work, probably delivered by allied countries. Every launch creates sudden vibrations, causing tremors. The brief panic quickly becomes grim resignation: perhaps the incoming missile won't cause damage this time, sparing the city from devastation and additional electricity failures.

Ongoing Risks

Soon after, a automatic firearm opened up on a drone in the vicinity, part of a defensive team – most likely imported technology. Regrettably, the shots failed to hit the enemy aircraft – it pressed on overhead toward its objective.

Intermittently, this persisted until dawn. Kyiv faced the morning news: multiple fatalities, destruction and infrastructure problems in numerous residences as a result of the night's assault. As always, everyone still went about their day – enduring hostilities. But those entire period encapsulated Ukraine's critical military reliance on external assistance – a dependence that European nations are demonstrably unable to replace in the short term.

Ineffective Peace Efforts

The detailed framework from American leadership generated strong feelings, controversy and profound anxiety – and temporarily diverted attention from Ukraine's largest corruption scandal in years. Yet, we have experienced comparable situations, after prior negotiation attempts and multilateral gatherings.

Every new initiative from American administration follows the consistent cycle: a political offensive against Ukraine, which Kyiv, with partner nations, succeeds in resisting. They contain the crisis but never actually achieve victory. This pattern will, certainly, persist.

Tactical Assessments

It is convenient to criticize certain parties of repeatedly advocating Russian terms. But that does not seem to be the entire situation. Washington operates on a principle well known to international relations experts: you cannot win at the negotiating table what you have been unable to protect through force. The US administration assumes that it is unfeasible to force Russia to surrender the areas that it presently holds in Ukraine's southern or eastern regions.

The challenge is that while acknowledging this situation, American administration does little to deter Moscow, through words or deeds, from assuming that the current condition will not shift further in its advantage in the near future.

Opposing Positions

Therefore, Moscow is convinced that time is on his side – that Ukraine and its partners are nearing depletion. Their reason to sign a deal that does not give them the largest achievable advantage is close to zero. There may be numerous efforts to end hostilities, but they will carry on as long as Russia's leader remains completely certain in the conclusion.

On the contrary, Kyiv believes that Ukraine can still persist, slowly losing people and territory but averting a total frontline collapse until situations evolve in its advantage.

Present Conditions

Factually, there are no genuine requirements for a armistice. Now, individual motivations are entering the equation: leadership ambitions to mediate resolution and obtain worldwide acknowledgment, and Ukrainian leadership's double obstacles – on one hand, not to alienate a key ally, and on the other, to mobilize citizens around the country's interests against any initiative Kyiv finds unacceptable, so that their focus does not move to domestic problems. And although their mission will now be considerably more difficult after current events, it remains highly unlikely that this will change their overall approach.

These opposing factors are guiding negotiations.

Assessment and Future

It took a only one week to terminate the 28 points of the latest plan. Forceful and unpredictable management of the matter by US administration, resistance by Ukraine and the remaining European nations, along with pacifying measures of diplomats, and finally, recent disclosures, all served their function.

While new proposals based on previous concepts are approaching, Kyiv, London and other Western governments should arrive at a critical understanding: Ukraine and Europe will only be able to counter diplomatic offensives from Washington that are based on Russian demands and show certain reluctance to modify developments, if they stand together and strengthen their defence capabilities at a considerably quicker tempo. If they do, no combination of diplomatic or military actions will be able to overcome them. In the meantime, Ukraine's ability to repel nightly air assaults will, for the foreseeable future, largely rely on continued Western support.
